A brief excursus: eSwatini’s Strategic Fuel Reserve Facility

Eswatini’s Strategic Fuel Reserve Facility (SFRF) site is located in Phuzumoya along MR8, about 10 (ten) kilometres east of Siphofaneni in the eastern part of eSwatini. The SFRF is perched on 80 (eighty) hectares of farm 1050 which measures some 179 (one hundred and seventy nine) hectares in extent. Administered under the auspices of the eSwatini National Petroleum Company (ENPC), a statutory entity established in terms of the Companies Act, 2009 and Part IV of the Petroleum Act, 2020, it is envisaged that the SFRF will have at least 90 (ninety) days’ capacity of fuel stock reserves, to cushion and maintain the country’s fuel supply.

The ENPC is not only responsible for achieving the SFRF objectives but aims to secure, market and trade of crude oil and petroleum products in eSwatini, with its primary revenue sourced from a government grant as well as fuel levies from petroleum companies such as Engen Swaziland (Pty)Ltd; Galp Energia Swaziland (Pty) Ltd; Mitra Energy Eswatini (Pty) Ltd; Total Energies (Pty) Ltd; and Puma Energy Swaziland, which are capped at around 35 cents per litre to the Lilangeni. The ENPC exempt from income tax in terms of section 12(1) (a) (iii) read together with section 2 of the Income Tax Order 1975.
